Usage การใช้
หรือไม่ is the formal equivalent of หรือเปล่า. It is used in writing, news, official forms and indirect questions: ‘whether (or not)’.

It is not yet known whether he will come. - ท่านต้องการใบเสร็จหรือไม่

Subtle differences ข้อสังเกต
In casual conversation หรือไม่ sounds stiff.
✗ Unnatural: (to a friend) กินข้าวหรือไม่
✓ Use instead: กินข้าวหรือยัง / กินข้าวหรือเปล่า (Have you eaten?)
Why: หรือไม่ is formal and written. With friends, use หรือเปล่า, หรือยัง or ไหม.
