Usage การใช้
ทั้ง ๆ ที่ means ‘even though, despite the fact that’. Like แม้ว่า, it introduces a real fact. The difference is that ทั้ง ๆ ที่ carries the speaker’s feeling that the situation is surprising, unreasonable or annoying.

Subtle differences ข้อสังเกต
ทั้ง ๆ ที่ is normally used for facts that are already true. For a possible future event, Thai usually uses ถึง … จะ … ก็ or ต่อให้ (TG297).
